Duties, taxes and the rules in the Philippines
The rules as published by the authorities, checked on November 4, 2026, and how they apply to a MYNSU parcel.
Parcels with a goods value of PHP 10,000 or less: no duty and no VAT
Section 423 of the Customs Modernization and Tariff Act (Republic Act No. 10863) provides that no duties and taxes are collected on goods with an FOB or FCA value of PHP 10,000 or below; Customs Administrative Order No. 02-2016, in force since October 25, 2016, and Customs Memorandum Order No. 28-2016 implement it. The test is the value of the goods alone, without shipping, and PHP 10,000 is about USD 157 at the Philippine central bank's average rate for November 2026 of PHP 63.58 per dollar. Parcels for the same recipient from the same shipper that arrive under one master air waybill are counted together, and parcels within the threshold are released after random, non-intrusive examination. The Secretary of Finance may adjust the amount every three years using the consumer price index and has not done so since 2016; on November 2, 2026 the Department of Finance said it is still studying whether to remove the exemption, that removal would need Congress to amend the Act, and that nothing has changed. Who pays on a MYNSU parcel: orders from mynsujewelry.com ship free and Partner Portal orders carry shipping at checkout, with parcels declared above USD 170 quoted by hand; neither prepays Philippine duty or VAT, so a parcel at or below PHP 10,000 of goods clears free, and a parcel above it is assessed on arrival and paid by the recipient before delivery.

Silver jewellery is AHTN subheading 7113.11.90 in the Philippine tariff, with a most-favoured-nation duty of 10% throughout the 2024 to 2028 schedule. The preferential rates for goods of Chinese origin under the ASEAN-China agreement and RCEP are 0%, but they apply only when a certificate of origin is lodged with a customs entry, which postal and courier parcels do not normally carry, so count on 10%. The duty is charged on the customs value, which under Section 701 of the Act is the price paid for the goods plus the cost of transport and insurance to the port of entry in the Philippines.

Section 107 of the National Internal Revenue Code levies value-added tax on every importation at 12% of the total value used by the Bureau of Customs in determining tariff and customs duties, plus the customs duties, excise taxes, if any, and other charges, paid by the importer before the goods are released from customs custody. For a taxable parcel the VAT therefore sits on top of the duty: goods of PHP 12,000 with PHP 800 of shipping give a customs value of PHP 12,800, duty at 10% of PHP 1,280 and VAT at 12% of PHP 14,080, that is PHP 1,690, about PHP 2,970 in all before the handling charge below. A parcel at or below the PHP 10,000 threshold pays no VAT, because Section 423 waives taxes as well as duties.

Postal items are cleared under the simplified procedure of Section 438 of the Act and Customs Administrative Order No. 03-2017: a parcel within the de minimis value is released on its postal customs declaration (the CN 22 or CN 23 label), a commercial consignment under PHP 50,000 in goods value is cleared by informal entry under Section 402, and a consignment above PHP 50,000 needs a formal goods declaration. Express shipments follow Section 439 and the air express operator's own clearance, and Customs Administrative Order No. 01-2025 sets a dedicated clearance track for goods bought online, sorted by value into non-dutiable and dutiable low-value categories. For a taxable parcel in the post, PHLPost presents it to a customs officer, who issues the assessment on BOC Form No. 116; the form reaches the addressee with a postal notification letter, the duty and VAT are paid to the Collector of Customs at the post office or online through phlpost.gov.ph, where GCash and money transfer have been accepted since 2022, and the parcel is then released for door-to-door delivery; parcels unclaimed after 30 days are reported to customs.

PHLPost collects a Presentation to Customs Charge on every international parcel it presents for customs examination, whether or not duty is due: PHP 100 under PHLPost Administrative Order No. 14-03 of August 27, 2014, which PHLPost has since quoted as PHP 112 with VAT in its public statements of 2017 and 2023; we found no later published schedule when we checked on November 4, 2026, so the charge may differ on the day. A parcel delivered by a commercial courier is not subject to the PHLPost charge, but the courier may add its own clearance or advance-payment fee on a taxable parcel, at its own rate. Neither charge is set or collected by us.

The Consumer Act of the Philippines (Republic Act No. 7394) governs your sales to Philippine consumers: a defective product gives the buyer the right to repair, replacement or a refund (Articles 68 and 100), an implied warranty on a new product lasts at least 60 days and at most one year (Article 68), every product offered at retail must show its price (Article 81), and the Department of Trade and Industry treats a No Return, No Exchange policy as a prohibited practice while confirming that the rule does not cover a change of mind or a product without defect. The Internet Transactions Act of 2023 (Republic Act No. 11967) applies to online merchants that sell into the Philippine market, including foreign ones with minimum contacts there: Section 23 requires the merchant to display its name, address, contact details and prices and to issue receipts, Section 20 gives the consumer repair, replacement or a refund for defective goods, and Section 25 makes the merchant primarily liable to the consumer; Joint Administrative Order No. 22-01 of March 4, 2022 restates these rules for online businesses. How this applies to your store is between you and your customer: orders at partner price are final sale, so a piece your customer returns stays in your stock to resell, while a piece that arrives faulty, wrong or damaged in transit is replaced or credited by us.

Questions Philippine businesses ask us
Dropshipping, wholesale, private label and custom work, answered with the terms that apply today. Every partner has the same terms; they are written down here so there is nothing to negotiate and nothing to guess.
Who pays Philippine customs duty and VAT on a dropship parcel?
The recipient, on delivery, and only when it is due: we do not prepay Philippine duty or VAT, and the checkout shows no tax line for the Philippines. A parcel with a goods value of PHP 10,000 or less (about USD 157) is free of duty and VAT under the Customs Modernization and Tariff Act, which covers most single-piece dropship orders. Above that value customs assesses 10% duty and 12% VAT, and PHLPost or the courier collects the amount with its handling charge before handing over the parcel; if you never want your customers to see a tax notice, keep each parcel at or below PHP 10,000 of goods.
What does one piece cost delivered to a customer in the Philippines?
For example, at the carrier rates of November 3, 2026 and a $29.99 piece: one $29.99 piece: $29.99 + $9.99 shipping = $39.98, and import duties and taxes, if any, collected on delivery; 3 pieces in one parcel: $89.97 + $9.99 shipping = $99.96, and import duties and taxes, if any, collected on delivery; 5 pieces in one parcel: $149.95 + $9.99 shipping = $159.94, and import duties and taxes, if any, collected on delivery. Shipping is charged on the parcel's weight with a minimum of $9.99 per order and is shown in the cart before you pay; the goods value of these examples is far below the PHP 10,000 threshold, so no duty or VAT is collected from your customer on delivery.
Is the PHP 10,000 threshold measured on the goods alone or with shipping, and what is charged above it?
On the goods alone: the law uses the FOB or FCA value, without shipping. Above the threshold the whole parcel is taxed, not just the excess, and the base widens: the 10% duty is charged on the goods plus the shipping and insurance to the Philippines, and the 12% VAT on that amount plus the duty. Parcels for the same person that arrive under one master air waybill are counted together, so each order ships as its own parcel and we do not split one order into several to stay under the threshold.
What delivery time should I show my Philippine customers?
We hand the parcel to the carrier within 2 to 3 business days of payment, and delivery to the Philippines usually takes 5 to 6 business days after dispatch, so list 3 business days of handling plus 5 to 6 business days of transit. Tracking can be quiet for a few days while the parcel is in the air and in customs; a parcel assessed for duty and VAT waits at customs until your customer pays the assessment.
Can you ship delivered duty paid to the Philippines, with the taxes settled in advance?
Not on our tracked line: it has no tax-prepaid service to the Philippines, and parcels declared above USD 170 do not travel on it at all. For a larger or high-value order we quote courier shipping by hand before you pay and tell you whether the duty and VAT can be prepaid on that service.
Can you ship stock to me in the Philippines so I sell from my own inventory?
Yes: choose Ship to: Me at checkout and the order comes to you on the same terms, with an order declared above USD 170 quoted by hand, by courier, before you pay. A parcel with more than PHP 10,000 of goods is taxed as one import at 10% duty plus 12% VAT on arrival, and you are the importer. A commercial consignment under PHP 50,000 in goods clears under the simplified informal entry; above PHP 50,000 it needs a formal goods declaration, usually through a licensed customs broker.
How do I pay from the Philippines, and can I use GCash or cash on delivery?
Partner orders are paid in U.S. dollars before they ship, by credit or debit card, Shop Pay or PayPal; your bank or e-wallet converts to pesos at its own rate. There is no cash on delivery and no peso bank transfer. A debit card from a Philippine bank or e-wallet works when it is enabled for international online payments.
I sell on Shopee, Lazada or TikTok Shop in the Philippines. How do orders reach you?
Place each order through the Partner Portal cart with your customer's address and add the tracking number we send you to the marketplace order; there is no connector for those marketplaces. A Shopify, Squarespace, WooCommerce, Wix, BigCommerce or Ecwid store connects with a Connect Pass so paid orders reach us on their own, and a store you built yourself can use the Partner API. Whether a marketplace allows orders shipped from abroad, and what delivery time it lets you promise, is set by its own seller rules.
Do I need a registered business, a tax registration or a store to open a partner account?
No. The partner form asks for your name, email, brand and country, and you can order from one piece. Registering your business name, your tax registration and the VAT on your own sales in the Philippines are between you and the Philippine agencies; the Internet Transactions Act does require an online merchant to show its name, address, contact details and prices to its customers.
The Philippines prohibits a No Return, No Exchange policy. What does that mean for my customers' returns?
Under the Consumer Act your customer may ask for repair, replacement or a refund when a product is defective; a change of mind is not covered by that rule. The return itself is between you and your customer: orders at partner price are final sale, so a piece your customer sends back stays in your stock to resell. A piece that arrives faulty, wrong or damaged in transit is covered by us: tell us within 3 calendar days of delivery with photos or a video and we replace it or credit your account.
Will my customer see our name, your prices or a tax notice?
Inside the parcel there is no invoice, no price slip and none of our contact details, and the jewelry comes in plain packaging with no brand on it. On the outside, the customs declaration states the contents and the declared value, as the law requires, and a parcel above the PHP 10,000 threshold also gets an assessment notice from customs that shows that value and the amount due. Your own thank-you card or packing slip goes into the parcel when an order ships in your own logo boxes.
I am based in the Philippines and sell to customers in the United States or Europe. Which terms apply?
Your customer's country decides, not yours: an order for a U.S. customer ships by our U.S. line with U.S. delivery times and import charges, exactly as for a partner based in the United States, and the same holds for every other country we ship to. See the United States page for those numbers; you pay in U.S. dollars by card either way.
Questions from shoppers in the Philippines
For orders placed on mynsujewelry.com.
Is shipping free to the Philippines?
Yes, on orders of $49.99 or more (orders under $49.99 ship for $9.99). Standard shipping is then free, tracked door to door, and delivery usually takes 5 to 6 business days after dispatch.
Will I pay customs duty or VAT when my order arrives?
Only if the goods value is above PHP 10,000 (about USD 157): parcels at or below that are free of duty and VAT under Philippine law, and most orders are, though PHLPost may still collect its PHP 112 handling charge when a parcel comes through the post office. Above the threshold, customs charges 10% duty and 12% VAT on the goods plus shipping, collected by PHLPost with its handling charge, or by the courier, before delivery. Our prices do not include Philippine duties or VAT.
Are prices in pesos, and can I pay with GCash or cash on delivery?
Prices are in U.S. dollars and are charged in dollars; your card issuer or e-wallet converts at its rate. You can pay by credit or debit card, Shop Pay or PayPal; there is no cash on delivery.
How do returns work from the Philippines?
You may return any unworn item in its original condition and packaging within 30 days of delivery for a refund of the item price. You pay the return shipping to our receiving address in Shenzhen, given with the approved return, and any duty or VAT paid on the order is not refunded. If a piece arrives damaged, defective or different from what you ordered, tell us within 3 calendar days of delivery and we replace it or refund it in full.
I got a call or text saying my parcel is held and I must pay to release it. Is it real?
Be careful: PHLPost has warned that calls asking for payment or personal details are scams. A genuine charge comes as a written assessment or notice card for a parcel above PHP 10,000, and you pay it at the post office counter or through phlpost.gov.ph, never to a personal account or wallet. If you are unsure, write to us with your order number and we check the parcel's status with the carrier.
