Import VAT on every parcel since July 1, 2021, and what IOSS means for you
Since July 1, 2021 every parcel imported into the EU is subject to VAT: the old exemption for goods up to EUR 22 is gone, and an import declaration is lodged for every consignment whatever its value. For consignments of up to EUR 150 in goods a seller may collect the VAT at checkout through the Import One-Stop Shop (IOSS); where IOSS is not used, the carrier declares the parcel under the special arrangements and collects the VAT from the recipient. Orders placed on mynsujewelry.com are not sent under IOSS, so the German import VAT and any duty are collected on delivery. Partner Portal orders are different: our carrier prepays the VAT and duty, the amounts are added at checkout, and nothing is collected on delivery.

Council Regulation (EU) 2026/382 of February 11, 2026 removed the customs-duty exemption for consignments of up to EUR 150. Since July 1, 2026 the EU charges a temporary flat customs duty of EUR 3 per item on such consignments sold to consumers, in force until July 1, 2028, whatever VAT scheme the parcel is declared under; an item is a line of goods with the same tariff classification, so a parcel of several pieces of silver jewelry is one item and pays EUR 3 once. From November 1, 2026 the EU also charges a Union handling fee of EUR 2 per item on consignments sold to consumers, whatever their value. After July 1, 2028 the normal tariff rate applies to every parcel. On a Partner Portal order the duty is prepaid at checkout; on an order from our website it is collected on delivery with the VAT.

The German standard VAT rate is 19% (section 12 of the VAT Act), and import VAT is charged at the same rate on the customs value of the goods plus the customs duty and, for a purchase, the shipping paid. For a postal parcel the carrier lodges the customs declaration as your representative from the electronic data sent with the parcel, pays the charges and collects them from you on delivery or at its branch. If those data are incomplete the parcel is forwarded to the customs office for your area, you receive a written notice, and the office holds the parcel for 9 days while you declare it there, online or by post.

Silver jewelry is tariff code 7113 11 00 in the EU customs tariff (TARIC), with a third-country duty of 2.5% of the customs value, which is the goods plus the shipping. The rate applies to consignments above EUR 150 in goods, and from July 1, 2028 to every parcel; up to EUR 150 the flat EUR 3 per item applies instead. Our tracked line does not carry parcels declared at EUR 150 or more, so an order of that size is quoted by courier with the German import VAT and the 2.5% duty shown in the quote.

When Deutsche Post / DHL advances the import charges on a parcel, it adds a disbursement fee of EUR 7.50 including VAT per parcel, collected together with the charges on delivery or at the branch. The fee is not charged on a parcel for which nothing is due, which is the case for a Partner Portal order with the VAT and duty prepaid, nor when the recipient declares the parcel at a customs office in person.

A consumer in the EU who buys online may withdraw from the purchase within 14 days of delivery without giving a reason, and pays the return postage unless the seller agreed to cover it; in Germany this is section 355 of the Civil Code (BGB), which implements Directive 2011/83/EU. The right does not cover goods made to the consumer's specifications or clearly personalized (section 312g of the BGB), which is where a custom piece made to your customer's design falls. How you handle a withdrawal is a matter between you and your customer: orders at partner price are final sale, so a piece your customer returns stays in your stock to resell.

Questions German businesses ask us
Dropshipping, wholesale, private label and custom work, answered with the terms that apply today. Every partner has the same terms; they are written down here so there is nothing to negotiate and nothing to guess.
How are German VAT and customs duty handled on dropship orders?
Partner Portal orders ship delivered duty paid: at checkout we add German import VAT at 19% on the goods, the shipping and the duty, the EU customs duty on low-value parcels (EUR 3 per item type on a parcel of up to EUR 150 in goods) and a customs clearance line of 3% of the goods value, all shown before you pay. Nothing is collected from your customer on delivery.
What does one piece cost delivered to a customer in Germany, with nothing to pay at the door?
For example, at the carrier rates of November 3, 2026 and a $29.99 piece: one $29.99 piece: $29.99 + $9.99 shipping + $15.18 VAT 19%, duty, EU handling fee and clearance = $55.16 delivered; 3 pieces in one parcel: $89.97 + $9.99 shipping + $28.38 VAT 19%, duty, EU handling fee and clearance = $128.34 delivered; 5 pieces in one parcel: $149.95 + $11.71 shipping + $41.90 VAT 19%, duty, EU handling fee and clearance = $203.56 delivered. Shipping is charged on the parcel's weight with a minimum of $9.99 per order; the VAT, duty, EU handling fee and clearance lines are worked out in the cart before you pay, and your customer pays nothing on delivery.
Can I order more than EUR 150 of goods in one parcel?
Not on the tracked line: it does not carry parcels declared at EUR 150 or more. Tell us before you place an order of that size and we quote courier shipping for it together with German import VAT at 19% and the 2.5% customs duty on silver jewelry, so you know the full price in advance. For dropshipping, one customer order per parcel keeps every parcel under the limit.
Do I need a German VAT number or a registered business to open an account?
No. The partner form asks for your name, email, brand and country; no company registration, store or minimum is required. How you charge VAT on your own sales in Germany is a matter between you and your tax office.
What delivery time should I show my German customers?
We hand the parcel to the carrier within 2 to 3 business days of payment, and delivery to Germany usually takes 6 to 10 business days after dispatch, so list 3 business days of handling plus 6 to 10 business days of transit. Tracking can be quiet for a few days while the parcel is in the air and in customs clearance; that is normal.
Are prices in euros, and how do I pay?
Partner prices are in U.S. dollars and you pay in dollars at checkout by credit or debit card, Shop Pay or PayPal; your bank converts. The Shopify connector loads each piece into your store at your partner cost converted to euros at the day's rate, and you set your own retail price above it.
My German customers have a 14-day right of withdrawal. What happens when one of them returns a piece?
That is between you and your customer: orders at partner price are final sale, so the returned piece stays in your stock to resell. Under EU rules the withdrawal right does not cover goods made to order or clearly personalized, so a custom piece made to your customer's design is outside it; the wording of your own terms is yours to set. A piece that arrives faulty, wrong or damaged in transit is covered: tell us within 3 calendar days of delivery with photos or a video and we replace it or credit your account.
Do your pieces meet the EU REACH rules on nickel, and can I describe them as nickel-free?
Stock pieces are 925 sterling silver, rhodium plated or electroplated 18K gold-tone, and the workshop that makes the tested model holds a third-party lab report under REACH Annex XVII (lead, cadmium and nickel release) for a tested model. The report covers that model, so we do not label pieces nickel-free unless a report exists for that SKU; if you want the claim for the styles you sell, we arrange independent testing at a recognized lab at your cost, and the report is issued in your name.
Will my customer see the price, our name or a tax notice on the parcel?
Inside the parcel there is no invoice, no price slip and none of our contact details, so your customer sees your brand only. On the outside, the customs declaration states the contents and the declared value, as EU customs rules require; because the VAT and duty are prepaid, the carrier delivers the parcel with nothing to pay.
Can you ship stock to me in Germany so I repack it in my own branding?
Yes. Choose Ship to: Me at checkout and the parcel comes to you with the same prepaid VAT, duty, EU handling fee and clearance, as long as the goods in one parcel stay under EUR 150; a larger stock order is quoted by courier with the German import VAT and the 2.5% duty included. For orders you would rather have us send straight to the customer, choose Ship to: My customer on that order instead.
Questions from German shoppers
For orders placed on mynsujewelry.com.
Is shipping free to Germany?
Yes, on orders of $49.99 or more (orders under $49.99 ship for $9.99). Standard shipping is then free, tracked door to door, and delivery usually takes 6 to 10 business days after dispatch.
Will I pay VAT, customs duty or a handling fee on delivery?
Yes. Our prices do not include German taxes: before handing over the parcel the carrier collects German import VAT at 19% on the price you paid plus the duty, the EU customs duty of EUR 3 per item type (parcels of up to EUR 150 in goods), the EU handling fee of EUR 2 per item type that applies from November 1, 2026, and its own customs handling fee, EUR 7.50 per parcel at Deutsche Post / DHL.
Are prices in euros?
Prices are in U.S. dollars and are charged in dollars; your card issuer converts at its rate.
Will I have to collect my parcel from the customs office?
Normally not: the carrier declares the parcel to customs for you, pays the charges and collects them from you on delivery or at its branch. If the electronic customs data are incomplete, the parcel goes to the customs office for your area and you receive a written notice; the office holds it for 9 days, and your order confirmation email, which shows the price paid, is the document to bring or upload when you declare it.
How do returns work from Germany?
You may return any unworn item in its original condition and packaging within 30 days of delivery for a refund of the item price. You pay the return shipping to our receiving address in Shenzhen, given with the approved return, and any import VAT, duty or handling fees paid on the order are not refunded. If a piece arrives damaged, defective or different from what you ordered, tell us within 3 calendar days of delivery and we replace it or refund it in full.
