Duties, taxes and the rules in Croatia

VAT on every parcel from outside the EU since July 1, 2021, and the IOSS
The EU abolished the import VAT exemption for goods under EUR 22 on July 1, 2021: import VAT is due on every commercial parcel, whatever its value. For consignments of goods up to EUR 150 a seller registered for the Import One-Stop Shop (IOSS) charges the VAT at the point of sale and the parcel clears without a VAT bill; without an IOSS number the postal or courier operator declares the parcel and collects the VAT from the recipient before delivery, at the standard rate only. Orders placed on mynsujewelry.com are not sent under the IOSS, so Hrvatska pošta collects the Croatian VAT on delivery. Partner Portal orders are declared by our carrier with the VAT, the duty and a 3% clearance fee on the goods already paid at checkout, so nothing is collected from your customer.

Council Regulation (EU) 2026/382 of February 11, 2026 removed the customs-duty exemption for consignments up to EUR 150. From July 1, 2026 to July 1, 2028 a flat customs duty of EUR 3 applies per declared item in a consignment whose goods are worth up to EUR 150, when the parcel is declared under the IOSS or travels as a postal consignment; an item means the goods in the parcel that share one tariff heading, description and origin, so several silver pieces in one parcel are normally one item. Above EUR 150, or outside those two routes, the ordinary Common Customs Tariff rate applies. The flat duty was in force on November 4, 2026; the permanent regime follows once the EU customs data hub takes over e-commerce declarations, mandatory from July 1, 2028.

The standard VAT rate is 25% (VAT Act, Article 38(1)); on an import it is charged on the customs value of the goods, shipping included, plus the duty. Croatia has used the euro since January 1, 2023, so customs amounts are in euros. The Croatian Customs Administration (Carinska uprava) clears parcels up to EUR 150 on the simplified H7 declaration, parcels from EUR 150 to EUR 1,000 on an H6 and larger ones on a full declaration; the postal or courier operator lodges it and, where no IOSS number is given, collects the VAT, the duty and its fees from the recipient. Gifts sent free of charge by one private person to another are exempt from duty and VAT up to EUR 45; a purchase is never a gift, and customs may ask the recipient for the order confirmation or payment proof when a declared value looks low.

Articles of jewellery of silver are tariff code 7113 11 00 00 in the EU TARIC, with a third-country duty of 2.50% for goods of any non-preferential origin, China included (TARIC consultation, November 4, 2026). The same code lists the flat EUR 3 low-value consignment duty and the EUR 2 Union handling fee as separate measures. On a Partner Portal order the checkout applies the 2.5% to the goods plus shipping whenever the goods in the parcel exceed EUR 150, and the flat EUR 3 otherwise; the amount is prepaid either way.

Hrvatska pošta acts as the customs representative for postal parcels. Its published tariff charges EUR 2.46 to prepare the declaration for a parcel up to EUR 150 that arrives without an IOSS number (H7), EUR 4.91 for a parcel from EUR 150 to EUR 1,000 (H6), its forwarding tariff above EUR 1,000, and EUR 4.98 to EUR 8.30 by weight if the parcel is presented for a physical customs inspection, plus storage if the parcel waits. From November 1, 2026 the EU-wide Union handling fee of EUR 2 per declared item (Delegated Regulation (EU) 2026/2152) is collected on top, as Hrvatska pošta announced on November 3, 2026; it also applies to e-commerce parcels above EUR 150. On an order from our website all of this is collected from the recipient before delivery; on a Partner Portal order our carrier settles these charges and nothing is collected.

Under Directive 2011/83/EU, Article 9, a consumer who buys at a distance may withdraw within 14 days of receiving the goods without giving a reason; Croatia applies it through Article 79 of its Consumer Protection Act. Goods made to the consumer's specifications or clearly personalised are excluded (Article 16(c)). The right applies to your own sales to Croatian consumers and is a matter between you and your customer: orders at partner price are final sale, so a piece your customer sends back stays in your stock to resell, and a custom or personalised piece is not returnable for a change of mind.

Questions Croatian businesses ask us
Dropshipping, wholesale, private label and custom work, answered with the terms that apply today. Every partner has the same terms; they are written down here so there is nothing to negotiate and nothing to guess.
How are Croatian VAT and EU customs duty handled on dropship orders to Croatia?
Every Partner Portal order to a Croatian address is delivered duty paid. At checkout we add Croatian VAT at 25% on the goods, shipping and duty, the EU customs duty for the parcel, the EU handling fee of EUR 2, and a 3% clearance fee on the goods; our carrier declares the parcel and pays all of it before delivery, so your customer is handed the parcel with nothing to pay and no customs form.
What does one piece cost delivered to a customer in Croatia?
For example, at the carrier rates of November 3, 2026 and a $29.99 piece: one $29.99 piece: $29.99 + $9.99 shipping + $17.92 VAT 25%, duty, EU handling fee and clearance = $57.90 delivered; 3 pieces in one parcel: $89.97 + $12.49 shipping + $35.34 VAT 25%, duty, EU handling fee and clearance = $137.80 delivered; 5 pieces in one parcel: $149.95 + $17.71 shipping + $53.44 VAT 25%, duty, EU handling fee and clearance = $221.10 delivered. Shipping is charged on the parcel's weight with a minimum per order, and the VAT, duty, EU handling fee and clearance appear as one line; everything is shown in the cart before you pay, and nothing is due on delivery.
Does the EUR 150 limit still matter for parcels to Croatia?
Only for how the duty is worked out, not for who pays it. Since July 1, 2026 the EU charges a flat EUR 3 customs duty per declared item on a parcel with goods up to EUR 150 instead of the old duty-free allowance, and the tariff rate of 2.5% for silver jewellery on goods above EUR 150; VAT at 25% is due at any value. The checkout applies the right rule to each order and prepays it, so a larger wholesale parcel to your own address is handled the same way as a single dropship piece.
Will my customer get a customs notice or a bill from Hrvatska pošta?
No. On a Partner Portal order the VAT, the duty, the EU handling fee and the clearance are paid before the parcel reaches Croatia, so the recipient signs for it and pays nothing. If a charge is ever requested on delivery, your customer should not pay it; send us the notice with the order number and we settle it with the carrier.
My Croatian company has a VAT ID and an EORI number. Can it import the parcel itself?
Yes, on request. Tell us before you pay and we take the VAT, duty, EU handling fee and clearance out of the order; your company then acts as the importer of record, pays the Croatian VAT at 25% and the duty to the carrier on arrival together with the carrier's own handling fee, and handles the import VAT in its own books. On the standard delivered-duty-paid order the import is cleared in our carrier's name.
What delivery time should I show my Croatian customers?
Delivery to Croatia usually takes 6 to 10 business days after dispatch, on top of the dispatch time shown in the table above, so list our dispatch time plus 6 to 10 business days. The parcel travels on a tracked air line from our hub and is handed to a local carrier in Croatia for the last mile; tracking can be quiet for a few days while the parcel is in the air and in customs, which is normal.
My customer has 14 days to return a purchase under EU consumer law. How does that work with your final-sale terms?
Under Directive 2011/83/EU and Croatia's Consumer Protection Act a consumer may withdraw within 14 days of delivery without giving a reason, except for goods made to the consumer's specifications or clearly personalised. That right sits between you and your customer: orders at partner price are final sale, so a returned piece stays in your stock to resell, and a custom or engraved piece is not returnable for a change of mind. A piece that arrives faulty, wrong or damaged in transit is different: report it within the claim window shown in the table above, with photos or a video, and we replace it or credit your account.
What does my customer see on the parcel and in the customs declaration?
Plain, unbranded packaging with no invoice, no price slip and none of our contact details inside, so your customer sees your brand only. The customs declaration is filed electronically by our carrier and states the contents and the declared value, as EU customs law requires; because the VAT and duty are prepaid, your customer is not shown a tax notice. Your own packing slip or card goes into the parcel when an order ships in your logo boxes.
I am based in Croatia and sell across the EU. Do the same rules apply to parcels to other EU countries?
The customs side is the same in every EU country: the flat EUR 3 duty on a parcel with goods up to EUR 150, the tariff rate above it, the EUR 2 EU handling fee, and VAT at the standard rate of the country your customer lives in, all added at checkout and prepaid. The VAT line and the delivery time change with the destination; each country we ship to has its own line on our Where we ship list.
Can I pay in euros, and do your prices include VAT?
Partner prices are in U.S. dollars and exclude VAT; you pay by credit or debit card, Shop Pay or PayPal, and your bank converts to euros at its own rate, with nothing added by us for the payment. Croatian VAT at 25% appears as its own line at checkout on orders delivered in Croatia, and the order in the Partner Portal is your invoice.
Do your pieces meet the EU REACH limits for nickel, lead and cadmium, and can you send test reports?
Our factory holds a third-party laboratory report under REACH Annex XVII (lead, cadmium and nickel release after wear simulation) for the tested sample, which is why we do not label pieces nickel-free or hypoallergenic. If you need a report for a specific style, we arrange paid third-party testing of that style (nickel release and XRF composition) with the report issued in your name; the cost and timing are quoted per style.
Questions from Croatian shoppers
For orders placed on mynsujewelry.com.
Is shipping free to Croatia?
Yes, on orders of $49.99 or more (orders under $49.99 ship for $9.99). Standard shipping is then free, tracked door to door, and delivery usually takes 6 to 10 business days after dispatch.
What will I pay on delivery?
Croatian import VAT at 25%, charged on the customs value of the parcel plus the duty; the EU customs duty, a flat EUR 3 per declared item on a parcel with goods up to EUR 150 and 2.5% above that; the EUR 2 EU handling fee; and the Hrvatska pošta customs representation fee, EUR 2.46 for a parcel up to EUR 150. Hrvatska pošta tells you the total and how to pay before it delivers the parcel. Our prices do not include Croatian VAT.
How does the customs payment work in practice?
Hrvatska pošta clears the parcel as your customs representative: it tells you the VAT, duty and fees due and how to pay, and delivers the parcel once they are paid. If the declared value looks low to customs, you may be asked for the order confirmation, so keep your order email.
Are prices in euros?
Prices are in U.S. dollars and are charged in dollars by credit or debit card, Shop Pay or PayPal; your card issuer converts to euros at its rate.
Can you mark the parcel as a gift or declare a lower value?
No. We declare the price you paid, as EU customs law requires. Only a gift sent free of charge by one private person to another is exempt, up to EUR 45; a purchase is not a gift, and Croatian customs can ask you for the order confirmation or payment proof when a declared value looks low.
How do returns work from Croatia?
You may return any unworn item in its original condition and packaging within the return window shown in the table above, counted from delivery, for a refund of the item price; you pay the return shipping to our receiving address in Shenzhen, given with the approved return, and the VAT, duty and fees paid to Hrvatska pošta on the order are not refunded by us. If a piece arrives damaged, defective or different from what you ordered, tell us within the claim window shown in the table above and we replace it or refund it in full.
